• Reference to Previous Circular:
• Attention is drawn to Board’s Circular No. 35/2020-Customs dated 10.08.2020, regarding revised import procedures for pet/live animals.

2. New Office Memorandum by DAHD (Dated 20.02.2025):

• Issued under File No. 109-01/2012-Trade (E-17748).
• Regulation of Import of Pet Dogs & Cats under the Live-stock Importation Act, 1898.

3. Key Facilitation Measure:

• Final “No Objection Certificate (NoC)” will now be issued round the clock at the port of entry by the concerned Animal Quarantine and Certification Services (AQCS).
• Pre-requisite:
  • Pet owners must obtain an advance NoC from the respective AQCS.
  • Submission of required documents and prior intimation of date & time of arrival via email is necessary.

• The AQCS facilitation measure should be communicated to trade, airlines, and carriers through suitable Trade/Public Notices.
• Standing orders/instructions to be issued for guidance of field officers.
