In continuation of efforts to digitize and streamline customs procedures, the Central Board of Indirect Taxes and Customs (CBIC) has announced the extension of ICETABs—previously implemented for import consignments—to export examination and clearance as well. This landmark change will come into effect from 19th June 2025, as per CBIC Circular No. 10/2024-Customs dated 20.08.2024.

What is ICETAB?

ICETAB is a secure, tablet-based digital platform introduced by CBIC to enable real-time, paperless customs examination. Its use for import consignments has already proven successful, driving efficiency, transparency, and accountability in the examination process.

Key Highlights of ICETAB Use in Export Examination
  1. Seamless Access to Export Documentation
Examining Officers can now directly access all necessary information on ICETAB, including:
    • Shipping Bill details
    • Examination orders
    • RMS (Risk Management System) instructions
    • Supporting documents

đź“„ No physical papers are required for carrying out export examination, ensuring a 100% digital experience.

  1. Digital Entry of Examination Reports
Officers can instantly enter examination reports on ICETAB and upload up to four images of the cargo. These images are:
    • Captured to highlight key aspects of the cargo
    • Automatically stored in the e-Sanchit repository for future reference and audits
  2. Fallback Procedure for Exigencies
In exceptional situations where ICETAB usage is not feasible:
    • Officers must obtain prior approval from the concerned Assistant Commissioner
    • The reason and report must be recorded in the system appropriately
  3. Monitoring & Issue Resolution
The Commissioner of Customs (having jurisdiction over the export shed) will:
    • Conduct weekly reviews of any challenges or operational issues
    • Resolve them in consultation with DG Systems, wherever necessary
What This Means for Stakeholders
  • Exporters: No need to carry physical documents during examination.
  • Customs Brokers & CHAs: Faster clearances and digital trail for documentation.
  • Customs Officers: Real-time access to RMS instructions, and simplified examination reporting.
  • Overall Impact: Increased transparency, efficiency, and reduction in human errors.

The move to extend ICETAB to export consignments is a significant step forward in modernizing India’s customs administration. It aligns with the government’s vision of “Faceless, Contactless & Paperless” customs operations and promotes ease of doing business in international trade.
