
The Ministry of Finance, through CBIC, has issued Circular No. 09/2025-Customs dated March 28, 2025, introducing a harmonized and digitized procedure for the import and export of goods through personal carriage. This aims to reduce time, lower costs, and enhance ease of doing business at selected international airports in India.
Key Highlights:
✅ Scope: Applies to high-value goods like gems & jewellery and samples/prototypes transported by passengers rather than cargo.
✅ Technology Integration: Introduction of electronic processing for Bill of Entry & Shipping Bill starting May 1, 2025.
✅ Designated Airports:
- Gems & Jewellery: Export/import permitted at airports as per HBP 2023 (Paras 4.87 & 4.88).
- Samples/Prototypes: Facility available at Bengaluru, Chennai, Delhi, and Mumbai airports initially.
✅ Stakeholder Roles: Defined responsibilities for exporters, importers, customs authorities, and designated verification locations at airports.
✅ Examination Flexibility: Eligible exporters/importers can opt for factory premises examination instead of at the airport.
✅ Implementation Support: - DG Systems to issue a detailed advisory on electronic processing.
- Jurisdictional Commissioners to provide operational guidelines and outreach programs.
- Adequate infrastructure at airports to be ensured.
✅ Legal References: Based on FTP 2023, HBP 2023, and customs notifications like 154/94-Cus, 08/2016-Cus, and 52/2003-Cus.
