The Ministry of Home Affairs (MHA), through a recent directive, has issued a partial modification to its earlier decision regarding the closure of the Integrated Check Post (ICP) at Attari, Punjab. The updated instructions offer clarity and allow for limited cross-border movement between India and Pakistan under specific conditions.

Background

Instruction No. 06/2025-Customs, dated 26th April 2025, had communicated the MHA’s earlier direction (via OM No. 25022/05/2025-Imm. dated 24.04.2025) to close the ICP at Attari. This decision was issued in the interest of security and policy considerations.

However, after reviewing the situation, the MHA has partially modified this directive.

What’s Changed?

As per the revised OM dated 01st May 2025, the Government of India has now permitted limited travel through the Attari ICP:

  • Pakistani nationals with valid Pakistani travel documents may exit India to return to Pakistan.

  • Indian nationals with valid Indian travel documents may enter India from Pakistan.

These permissions are valid until further orders and are to be implemented with immediate effect.

This order has been issued with the approval of the Competent Authority, reinforcing its importance and urgency.
