The Central Government, exercising powers under Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, has introduced a new Para 19 under General Notes Regarding Import Policy to regulate the import of specific goods from Bangladesh into India.

These changes aim to streamline import routes, prevent misuse of land ports, and better monitor cross-border trade practices—especially for select categories of goods.

(i)

All HS codes of Ready-Made Garments (RMG)

Import from Bangladesh shall not be allowed from any land port, however, it is allowed only through Nhava Sheva and Kolkata seaports.

(ii)

Fruit/Fruit flavoured and Carbonated Drinks

Imports from Bangladesh shall not be allowed through any LCSS/ICPS Meghalaya, Mizoram; in Assam, Tripura and LCS Changrabandha and Fulbari, in West Bengal.

(iii)

Processed food items (Baked goods, Snacks, Chips and Confectionery)

(iv)

Cotton and Cotton Yarn Waste.

(v)

Plastic and PVC finished goods, except pigments, dyes, plasticisers and granules that form input for own industries.

(vi)

Wooden Furniture

Exemptions from Restrictions:
  1. No restrictions for import of:
    • Fish
    • LPG
    • Edible Oil
    • Crushed Stone
  2. No restrictions on Bangladesh exports to Nepal/Bhutan transiting through India.
📌 Effect of the Notification:

The new Para 19 in the General Notes Regarding Import Policy under ITC (HS) 2022 introduces port-specific restrictions for import of certain goods from Bangladesh. These changes are effective immediately and are aimed at promoting legitimate trade channels, avoiding congestion at sensitive land borders, and enhancing traceability of specific imports.
