The Ministry of Chemicals and Fertilizers has clarified that the existing Indian Standard does not include any categorization or specification for Aerospace Grade Hydrogen Peroxide meant for space R&D applications.
Key Decision
In light of this gap in standards, it has been decided to grant an exemption from the applicability of the Hydrogen Peroxide (Quality Control) Order, 2022 for imports of Aerospace Grade Hydrogen Peroxide used solely for non-commercial R&D purposes.
This step ensures that critical research and development activities in the aerospace and space sector are not hindered due to lack of a defined standard under the Quality Control Order.
Implications
- Importers conducting non-commercial space R&D can now import Aerospace Grade Hydrogen Peroxide without being subject to the Hydrogen Peroxide QCO, 2022.
- This exemption is expected to facilitate innovation and scientific research in India’s aerospace and space exploration programmes.
- Officers across jurisdictions are required to be sensitised regarding this exemption to ensure smooth facilitation of such imports.
Way Forward
Stakeholders in the space research ecosystem should take note of this exemption and align their import documentation accordingly. At the same time, enforcement agencies need to ensure that the exemption is limited strictly to non-commercial R&D applications.
✅ Conclusion:
The exemption reflects the government’s commitment to fostering research-led growth in aerospace and space sciences, while balancing regulatory compliance with facilitation needs.
