CBIC Enables UPI & Cards for Customs Duty on ICEGATE

The Central Board of Indirect Taxes and Customs (CBIC) continues its push toward digitization and trade facilitation with a significant update to the customs duty payment ecosystem.

Through a recent circular, CBIC has introduced a Payment Aggregator facility on the ICEGATE e-Payment platform, aimed at enhancing flexibility, accessibility, and speed in customs duty payments.

What’s New?

The newly introduced Payment Aggregator mode brings several key enhancements:

  • Multiple Payment Options Introduced
Importers can now pay customs duty using:
    • Credit Cards
    • Debit Cards
    • UPI (introduced for the first time)
  • Expanded Banking Network
    • Access to 41 banks via aggregator mode
    • Compared to 23 banks under direct integration earlier
  • Seamless Integration with Electronic Cash Ledger (ECL)
    • Payments are routed instantly through ECL
    • Enables transaction-wise duty payments
  • Complementary to Existing Modes
    • Continues alongside:
      • Internet Banking (Authorized Banks)
      • NEFT/RTGS via RBI

Regulatory Update

To support this initiative, CBIC has amended the Customs (Electronic Cash Ledger) Regulations, 2022 via Notification No. 30/2026 dated 24 March 2026.

 Important Note:
Any bank charges or commissions applicable under this mode will be borne by the importer.

Business Impact

This move is a major step toward ease of doing business in international trade:

  • Faster and more flexible payment options
  • Reduced dependency on limited banking channels

Improved working capital management through instant payments

  • Enhanced digital compliance ecosystem
