DGFT Activates Online Module for Post Export EPCG Scrips – Key Changes Exporters Must Know

In a significant step towards improving export compliance efficiency, the Directorate General of Foreign Trade (DGFT) has introduced an online module for issuance, re-issuance, and extension of validity of Post Export EPCG Duty Credit Scrips. This move comes in response to multiple representations from exporters facing difficulties in utilizing manually issued or offline scrips.

For businesses involved in international trade, this update is not just procedural. It directly impacts how quickly and effectively duty benefits can be realized and utilized within the system.

What Has Changed?

Previously, exporters often faced delays and operational inefficiencies due to manual handling of EPCG scrips, lack of system integration, and transmission issues between DGFT and customs systems. These challenges affected not only compliance timelines but also working capital cycles.

With the introduction of the online module, DGFT has enabled electronic issuance of EPCG scrips through its portal. The system now allows seamless data exchange with ICEGATE, ensuring that once a scrip is issued, it can be transmitted and utilized without unnecessary delays. This digital transition reduces dependency on manual processes and improves overall transparency.

How the New System Works

The concerned Regional Authority examines applications directly within the online module. Once approved, the EPCG scrip is generated electronically and transmitted to ICEGATE. This ensures that exporters can utilize the scrip without additional follow-ups or procedural delays.

Scenario-Based Implementation

DGFT has structured the module to address different practical situations faced by exporters.

  1. Scenario 1: Post Export EPCG Authorisation is not closed

In cases where the EPCG authorisation is still open in the system, the applicant must initiate closure through the DGFT portal by submitting the required supporting documents. Once the Regional Authority reviews and approves the application, the system generates the EPCG scrip electronically and transmits it to ICEGATE. This creates a direct and streamlined path from authorisation closure to benefit utilization.

  1. Scenario 2: Scrip generated but not transmitted or expired

Where the EPCG scrip has already been generated but has either not been transmitted to ICEGATE or has expired before transmission, the applicant is required to raise a service request on the DGFT portal. After due approval, the same scrip is revalidated with a revised expiry date and transmitted electronically. This ensures that exporters do not lose benefits due to technical or procedural delays.

  1. Scenario 3: Authorisation closed but no electronic scrip or manual scrip issued

In situations where the authorisation has been closed but no electronic scrip exists, or only a manual scrip has been issued, the applicant must submit a service request along with full details of the closure application, utilisation status, and supporting documents. Upon verification and approval, the Regional Authority will issue an electronic scrip for the eligible amount and transmit it to ICEGATE. This enables migration from manual to digital systems without disruption of benefits.

Practical Implications for Exporters

This update significantly enhances operational efficiency by reducing delays in scrip issuance and enabling faster utilization of duty credits. It improves compliance accuracy by eliminating manual intervention and provides better visibility into the status of applications and scrips.

At the same time, exporters need to take proactive steps to review pending authorisations, identify unutilized or manually issued scrips, and initiate the necessary actions through the DGFT portal. Delayed action may result in avoidable compliance risks or blocked benefits.
