Amendment in Appendix 2K of FTP 2023 – User Charges & Import Monitoring Systems Fee.

In the exercise of powers conferred under Paragraph 1.03 read with 2.04 of the Foreign Trade Policy (FTP) 2023, the Director General of Foreign Trade (DGFT) has issued an important amendment to Appendix 2K of the Appendices and Aayat Niryat Forms (ANF).

This amendment revises the Scale of User Charges and aligns the policy framework to include registration fees applicable to various Import Monitoring Systems under implementation.

The revised Appendix 2K now incorporates specific provisions related to Registration Fees under the following Import Monitoring Systems:

• SIMS – Steel Import Monitoring System
• CIMS – Coal Import Monitoring System
• NFMIMS – Non-Ferrous Metal Import Monitoring System
• PIMS – Paper Import Monitoring System

These systems aim to improve transparency and timely availability of import-related data, while ensuring compliance through a unified online registration mechanism.

The amendment introduces a formal provision for registration fees applicable under these Import Monitoring Systems.

🔹 Deposit/Refund Procedure:
The revised appendix also clarifies the process for deposit and refund of application fees and penalties, ensuring better administrative transparency.

This amendment is effective immediately and is applicable to all importers registering under any of the listed Import Monitoring Systems. The change provides a unified and updated framework for determining registration fees and handling related financial transactions under FTP 2023.
