The Directorate General of Foreign Trade (DGFT) has issued a notification under Section 3 and 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Paragraphs 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, introducing amendments to the Import Policy Conditions under Chapters 70, 73, 84, and 85 of the ITC (HS) 2022, Schedule–I (Import Policy).

These amendments introduce a new mandatory registration requirement on the Renewable Energy Equipment Import Monitoring System (REEIMS) maintained by the Ministry of New and Renewable Energy (MNRE) for specified items used in solar and wind energy projects.

The revised import conditions shall be effective from 1st November 2025.

    • Require REEIMS registration before import.
  1. Applicability
  • Applies to imports through air cargo, sea cargo, and land routes.
  • Registration is mandatory before import clearance.
  1. Registration Guidelines
  • Applications for registration must be submitted:
    • At least 2 days in advance for air cargo.
    • At least 5 days in advance for sea and land route shipments.
  • Validity: Each registration remains valid for 3 months.
  • Fee: No registration fee.
  • Scope:
    • Each registration is specific to a designated seaport, airport, or land port, but
    • Multiple consignments can be processed under one registration.

  • The revised import policy conditions will come into effect from 1st November 2025.
Effect of the Notification

The Import Policy conditions for items under Chapters 70, 73, 84, and 85 of the ITC (HS) 2022, Schedule–I (Import Policy) have been revised to introduce mandatory REEIMS registration for renewable energy equipment.

These changes are effective from 1st November 2025 and are aimed at monitoring, standardising, and facilitating imports in the renewable energy sector.
