DGFT Issues Update to SCOMET List 2025 Dated 23.09.2025.

The Central Government has announced an important amendment to the Special Chemicals, Organisms, Materials, Equipment, and Technologies (SCOMET) list under the Foreign Trade Policy 2023. This change brings India’s export control framework in closer alignment with multilateral regimes and international best practices.

Legal Basis of the Amendment:

The notification has been issued by exercising powers under:

• Section 3, Section 5, and Section 14A of the Foreign Trade (Development & Regulation) Act, 1992, and

• Para 1.02 and Para 2.01 of the Foreign Trade Policy 2023, as amended from time to time.

Key Update:

• The Appendix-3 (List of SCOMET Items) of Schedule-II (Export Policy) of ITC (HS) 2022 has been amended.

• The revised list will be uploaded on the DGFT website under “Regulatory Updates” → “Import, Export and SCOMET Policy.”

• To ensure smooth adoption, the updated list will come into effect 30 days from the date of issuance.

Effect of the Notification:

• The SCOMET List in Appendix-3 has been updated in line with multilateral export control regimes.

• The revised list ensures that India’s export policy framework remains harmonised with international commitments.

• Industry stakeholders will have 30 days’ transition time before the revised provisions come into force.
