In line with global best practices and in a significant move towards enhancing the granularity and reliability of services export data, the Directorate General of Foreign Trade (DGFT) has introduced a new field in the Electronic Bank Realisation Certificate (eBRC) format titled ‘Mode of Export of Services’, applicable for eBRCs generated on or after May 01, 2025.
📌 Background
This initiative follows from earlier Trade Notices No. 12/2024-25 (dated August 14, 2024) and No. 33/2023-24 (dated November 10, 2023), through which DGFT enhanced the online self-certification process for eBRCs, allowing exporters to directly certify export realisations via the DGFT portal using API integrations or bulk upload functionalities.
With this new update, DGFT aims to align India’s services export classification and reporting practices with global standards, particularly those under the World Trade Organization’s (WTO) General Agreement on Trade in Services (GATS).
What’s New?
From May 01, 2025, all exporters generating eBRCs under the Services Export category will need to specify the ‘Mode of Export of Services’ while certifying the eBRCs linked to their IRMs (e-ICEGATE Reference Numbers).
This field corresponds to the four modes of supply under GATS, defined as follows:
Mode | Definition | Example Services |
Mode 1: Cross-Border Supply | Service supplied from India across borders without the movement of individuals. | IT services, remote consulting, and telemedicine |
Mode 2: Consumption Abroad | Consumer travels to India for services. | Tourism, medical treatment, and foreign students in India |
Mode 3: Commercial Presence | Indian service providers establish commercial entities abroad. | Indian bank branches overseas, IT company subsidiaries |
Mode 4: Presence of Natural Persons | Indian individuals travel abroad temporarily to provide services. | Engineers, doctors, and consultants on assignment abroad |
Objective
The main purpose of this reform is to:
- Improve accuracy and granularity of India’s services export data.
- Support policy formulation based on reliable data.
- Align India’s reporting framework with international standards laid out under WTO GATS.
✅ Conclusion
The addition of the ‘Mode of Export of Services’ field marks an important milestone in India’s trade data management strategy. Exporters are advised to familiarize themselves with the updated classification to ensure smooth certification and compliance from May 01, 2025, onward.
