According to Notification No. 03/2015-20 dated April 20, 2015, the export of sugar under HS Code 17010000 to the EU under TRQ is categorized as ‘Free’, provided exporters adhere to the conditions outlined in the “Nature of Restrictions” of the notification.

This export route offers Indian exporters a preferential duty benefit, enhancing competitiveness in the EU market.

Certification & Implementation

To ensure proper compliance and traceability under the TRQ system:

  • Certificate of Origin (if required for preferential access) will be issued by the Additional DGFT, Mumbai.
  • Issuance is based on the recommendation of APEDA (Agricultural and Processed Food Products Export Development Authority), confirming the eligibility of the exporter and quantity.
  • All other certifications specifically required for sugar exports to the EU shall continue to apply.
APEDA: The Implementing Agency

APEDA, headquartered in New Delhi, will act as the implementing agency for the operation of this quota. Exporters are required to coordinate with APEDA for application, allocation, and certification under the TRQ scheme.
